Financial data is among the most valuable data a criminal can steal. It contains everything needed for identity fraud, tax fraud, and financial manipulation. When AI systems process this data at scale, the security implications multiply. Understanding what proper security looks like is essential for any business entrusting financial information to a technology platform.
Why Financial Data Is a High-Value Target
IBM's 2024 Cost of a Data Breach Report found that the financial sector had the second-highest average breach cost at USD 6.08 million, behind only healthcare. Financial records contain names, addresses, tax identification numbers, bank account details, income figures, and transaction histories. A single breach can expose enough information to file fraudulent tax returns, open credit lines, or conduct sophisticated social engineering attacks.
The introduction of AI processing adds a new dimension. Financial AI systems ingest, analyse, and store documents at a volume and speed that manual processes never did. A system that processes thousands of invoices daily creates a concentrated, high-value data repository that demands security commensurate with the risk.
Encryption: The Non-Negotiable Baseline
Any credible financial system encrypts data both at rest and in transit. Data in transit is protected using TLS 1.2 or 1.3, the same encryption standard that secures online banking. Data at rest is typically encrypted using AES-256, a standard considered secure by every major government and military organisation globally.
But encryption alone is insufficient. The question is who holds the keys. In most cloud deployments, the cloud provider manages encryption keys through services like AWS Key Management Service or Google Cloud KMS. More security-conscious implementations use customer-managed keys, where the client retains control over the encryption keys and can revoke access independently of the service provider.
For financial AI systems specifically, there is an additional consideration: what happens to data while it is being processed. Confidential computing, offered by providers like Microsoft Azure and Google Cloud, allows data to be processed inside hardware-encrypted enclaves where even the cloud provider cannot access the data during computation.
Compliance Frameworks: SOC 2 and ISO 27001
SOC 2 (System and Organisation Controls 2) is the most widely recognised compliance framework for cloud service providers, particularly in the US. It evaluates controls across five trust principles: security, availability, processing integrity, confidentiality, and privacy. A SOC 2 Type II report covers a period of at least six months and is audited by an independent CPA firm.
ISO 27001 is the international equivalent, specifying requirements for an information security management system. It is more prescriptive than SOC 2, with 93 controls organised across four themes: organisational, people, physical, and technological. Certification requires an independent audit by an accredited body.
For businesses evaluating financial AI platforms, asking whether a provider holds SOC 2 Type II or ISO 27001 certification is a baseline question. The absence of either should be a significant concern. It is worth noting that these certifications are not one-time achievements but require ongoing compliance and regular re-auditing.
Data Residency: Where Your Data Lives
Under GDPR, personal data of EU residents must be processed with specific legal bases and safeguards. The question of where data is physically stored and processed has become increasingly important since the Schrems II ruling invalidated the EU-US Privacy Shield in 2020. The subsequent EU-US Data Privacy Framework, adopted in 2023, restored a mechanism for transatlantic data transfers, but its long-term stability remains uncertain.
For a Maltese business, this matters practically. If your accounting data is processed by a US-based AI system, that data may be stored in US data centres and subject to US legal jurisdiction, including potential government access under FISA Section 702. Providers that offer EU data residency, storing and processing data exclusively within EU data centres, eliminate this concern.
The major cloud providers now offer regional deployment options. AWS has data centres in Frankfurt, Ireland, Paris, Milan, and Stockholm. Google Cloud operates in multiple EU locations. Microsoft Azure has expanded its EU footprint specifically to address data sovereignty requirements. Any serious financial AI provider should be able to specify exactly where your data is stored and processed.
GDPR and AI Processing
GDPR has specific implications for AI systems processing financial data. Article 22 gives individuals the right not to be subject to decisions based solely on automated processing that significantly affect them. Financial decisions, such as credit assessments or fraud flags, clearly fall within scope.
For accounting AI, the key requirements include:
- Lawful basis for processing — typically legitimate interest or contractual necessity for core accounting functions, and consent for optional AI-enhanced features.
- Data minimisation — the system should process only the data necessary for accounting purposes, not retain documents indefinitely for potential future model training.
- Right to explanation — if an AI system makes a decision that affects a data subject (flagging a transaction as fraudulent, for example), the individual has the right to understand how that decision was reached.
- Data Protection Impact Assessment — required for any processing likely to result in high risk to individuals, which financial AI processing almost certainly qualifies as.
The tension between AI development (which benefits from more data) and GDPR's data minimisation principle is real. Responsible providers implement strict data governance: clear retention policies, purpose limitations on data use, and technical controls that prevent training data from being used beyond its intended scope.
The LLM Data Leakage Risk
Large language models introduce a specific security risk that traditional software does not: data leakage through prompts and completions. When financial data is sent to a third-party LLM API, that data becomes a prompt that is processed by the model provider's infrastructure.
The risk is multifaceted:
- Prompt logging — does the LLM provider log the prompts sent to it? If so, your financial data exists in their logs.
- Model training — some LLM providers use customer data to improve their models unless explicitly opted out. OpenAI's API has an opt-out policy, but the default position has shifted over time.
- Side-channel attacks — research has demonstrated that LLM outputs can inadvertently reveal information about training data through carefully crafted prompts.
Samsung learned this lesson publicly in 2023 when engineers inadvertently leaked proprietary source code through ChatGPT prompts. For financial data, the equivalent would be invoice details, client information, or tax positions being exposed through LLM processing.
Mitigations include using private model deployments (Azure OpenAI Service offers data-isolated instances), implementing prompt sanitisation to strip PII before sending data to external models, and using on-premise or self-hosted models for the most sensitive processing steps.
On-Premise vs Cloud Processing
The traditional security argument for on-premise deployment, that data never leaves your physical control, remains valid but carries its own costs. On-premise financial AI requires maintaining GPU infrastructure, applying security patches, managing physical access, and maintaining redundancy and disaster recovery.
Cloud deployment offers security advantages that on-premise often lacks: dedicated security teams, continuous monitoring, automatic patching, geographic redundancy, and DDoS protection. AWS alone employs more security personnel than most companies have total employees.
The pragmatic middle ground for financial AI is a cloud deployment with strong contractual and technical controls: EU data residency, customer-managed encryption keys, SOC 2 and ISO 27001 certification, contractual commitments on data use, and technical isolation between tenants.
Audit Trails for AI Decisions
Traditional accounting systems maintain audit trails showing who created, modified, or approved each entry. AI systems require a richer audit trail that captures:
- What data the AI extracted from each document
- What confidence level it assigned to each extraction
- What rules were applied to transform extracted data into accounting entries
- Whether a human reviewed and approved the AI's output
- What the AI's output was before and after any human corrections
This audit trail serves three purposes: regulatory compliance (auditors need to verify the process), quality improvement (tracking where the AI makes errors enables targeted retraining), and legal protection (demonstrating that reasonable processes were followed if a dispute arises).
Zero-Trust Architecture
Zero-trust architecture operates on the principle that no user, device, or system component is trusted by default, even if it is inside the network perimeter. Every request is verified, every access is logged, and permissions are granted on a least-privilege basis.
For financial AI systems, zero-trust means:
- Identity verification at every layer — not just user login, but service-to-service authentication between system components.
- Micro-segmentation — the AI processing component cannot access the billing database, the document storage cannot access the user management system.
- Continuous verification — access tokens expire frequently, and unusual access patterns trigger re-authentication.
- Assume breach — the system is designed so that compromise of any single component does not grant access to the entire system.
Google's BeyondCorp framework, which eliminated their corporate VPN in favour of zero-trust access, has become the reference implementation. Financial AI providers adopting these principles provide a fundamentally stronger security posture than those relying on traditional perimeter-based security.
The security of financial AI systems is not a feature to be marketed. It is a baseline requirement that must be continuously maintained, independently verified, and transparently communicated to the businesses that depend on it.
